[SI-LIST] Comparator crcuit for MODE detection

I am designing a MODE2 library in PCIX-2.0 standard.
PCIX2.0 mode2 should be backward compatiable to MODE1
and PCIX-MODE1 cell to PCI-33.
The PCISIG document talks about different comparator circuits(Page168)
for creating control signal at different speeds.
I am planning to implement these signals as input and make my cell
backward compatible.
But does these MODE detection circuits have to be delivered with MODE2
library or these will be intergrated by the system level guy through
addin cards ?
