If that was all there was to it then there would be no difference.
However, assuming that you have a plane under these components then
adding in the parasitic capacitance of the components and their mounting
pads to this plane shows a difference.. Obviously how much of an effect
depends on the frequency content of the signal. The differences are
easily visible on a TDR.
In the first case you have Cp to ground then series C with another Cp to
ground, then Cpr (Cp of the resistor) to ground then series R
In the second case you have Cpr to ground, then series R another Cpr to
ground, then Cp to ground, then series C.
