[SI-LIST] How to Measure Inductance of Pads, Vias, and Planes

A while back Larry Smith mentioned that he prefers to measure the 
capacitor ESL of the Pads, Vias, and Planes first. Then measure with 
the capacitor installed, and the difference is the capacitor ESL. My 
question is what is the method for measuring the first inductance 
without the capacitor? I seem to remember something about shorting 
the capacitor pads together but I don't know the proper method?
