TTL fan out is determined by load factors which is another way of saying
DC load current. On the other hand CMOS does not have a significant DC
current but is limited by the AC current which is another way of saying
capacitive loading. Capacitve loading is made up of both the CMOS loads
and the circuitry. These same factors effect time delay which may or may
not be a factor depending timing margins. Noise may be a factor again
depending on circuitry. Other factors such as jitter and clocking may
considerations too. In short, there is no single factor like TTL you
can hang your hat on.
