Does the device meet timing at Voh/Vol when driving its standard test
load (from its data sheet)?
The waveform at a driver will change when connected to a real load. It
is not uncommon for the waveform at the driver to be the worst on the
net (smallest min. delay and largest max. delay simultaneously).
