Arpad,
You are probably right. However, many circuit designers don't really
understand metastability.
If it's a simple matter of knowing when to use special latches, or pairs of
flops, then the SI engineer need not be involved. But if some mathematical
analysis or failure probability analysis is needed, it may fall upon someone
like the SI engineer to do it. It's a good skill for the SI engineer to
know, but this may not be the most appropriate forum for discussing it.
