Take the D 76 formula.. All the same chemicals as Defender 55 D plus Borax.. Can I mix the powders together and then add water when I am ready to develop? I think I read that I would have to separate the Metol from everything else..
Not a good plan usually. Some things don't mix well if you do them in the wrong order. You should add the chemicals in the order they are listed in the formula. One advantage of mixing your own is you can skip the stock step. Instead make things up already diluted. If you intend to use something 1:1 just add half the chemicals to 1litre of water. This is usually easier then making stock since you've got less chemicals going into the solution.

Metol will not dissolve in a concentrated solution of sulfite. Kodak obviously has some magic which is used for D-76 and Dektol so that they can be packaged as a single powder. I have no idea of how they accomplish this. Many years ago both developers came in two part containers.
