[phpa] Install Woes...

I have tried to install phpa on a couple different Linux systems. It seems
to install ok, but doesn't actually work.
I don't have any errors in my httpd error-log. If I turn in off in php.ini,
I get the phpa not enabled log entry. But, when it is enabled, I don't get
anything in the logs, the phpaca doesn't list any files as cached, and my
/tmp directory doesn't have any phpa_ entries in it.
It is listed in the phpinfo() listing as being installed.
System: RH 7.2 - stock out of box, php 4.1.1, apache 1.3.20
