First, a couple of things: 
1) RTF stands for "Rich Text Format", a more-or-less standardized way of basic 
text formatting that is recognized by most word processors. 
2) If you're reading docs.rtf then you either have an old version of Phorm, or 
you're reading the documentation for plugin programmers; your question about 
the copyright date leads me to suspect the latter - I just checked, and I 
hadn't updated it in the programmer docs. The latest Phorm version is 3.5.0, 
and the documentation is in the docs folder. 

That said, you are not alone in your difficulties with the documentation. It 
works well enough for most people, but even they tell me it could be improved. 
A couple of them have volunteered to help improve it, so hopefully soon I can 
release some documentation that everybody can live with.
