The REQ criterion requires a field to have something in it, and 
"-----------------" qualifies as something. The COND component means, "If this 
condition is false, skip this rule." So basically your rule says, "If $region 
is not equal to -----------------, require it to be non-empty." 

You want the NE criterion: 

CRIT: NE 
ARGS: ----------------- 
FFLD: region
