I think you misunderstand the term "dot net". And you aren't to be blamed -
Microsoft put all the initial hype around dot net to be related to web
services. But really dot net is just a framework for writing applications in
a managed language (c#/.net/j#/c++). These languages use the functions
provided by the dot net framework, which is installed on most windows xp
computers.

In fact, in longhorn dot net will be the default API; win32 will be
dellegated to a backwards-compatability API.

Will, I'm worried about using .net...

Here's why. Imagine you're staying at a hotel, and you have a really
important e-mail (comfidential for the example), that you need to pick up. 

The hotel aren't going to let you go onto their computer and start
downloading frameworks are they? I know at my school, we can't install
things, so don't you think a stand alone idea might be a better approach?
