It uses internal algorithms I've never investigated myself;
the idea is of course to reduce the one(s) that are "used less",
that are less important for the instance performance
given your workload.

Just to be able to provide a safety net in case the internal algorithms
don't work for your workload. No one is perfect, so that gives you another
opportunity to correct any problem that might happen.
