case sensitivity - database setting?

We are setting up an application (third-party out-of the-box type) and the group that is setting it up would like to set it up so that when users search for records the searches are NOT case sensitive.
Is there an Oracle database setting that would facilitate this? The application vendor said it is a database issue and has to be set on the database side.
