Yes, they do have stats and I've even tried setting
optimizer_dynamic_sampling=0 and that didn't help so that doesn't seem
to be the problem.  Good idea though.

Do your tables have statistics on them ? If not Oracle will use dynamic
sampling to gather a sample of them, that can take time
