odbc issue

I have a client with 9204 installed on Windows XP.
SQL*Net to a 9204 db works fine.
ODBC fails on connection test with:
Unable to connect: SQL_State=IM004. [Microsoft][ODBC Driver
manager]Driver's SQLAllocHandle on SQL_HANDLE_ENV failed.
I downloadsed the 9206 odbc driver from otn and installed that version,
but still receive the same error.
Any ideas please?
