Disabling DBMS_SCHEDULER

Hallo Listers,
Is ther any way to disable complemetely (not only specific jobs) DBMS_SCHEDULER
functionality of on 10GR2 database ?
Any tricks , underscore parameters etc ?
I have googled s litte bit, but I couldn't find anything appropriate.
