Mat Views export, create as tables when imported ???

Hi all
We did an export rows=n, when the created dump was imported these were
created as tables. Some of them was created as MV's but failed to
re-fresh.
Oracle 9.2.0.4 64 Bit on Solaris.
Is this a known issue/behavior.
