I did set optimizer_index_caching=90 and optimizer_index_cost_adj=10
in another development instance and the query went from the FTS to the
index range scan as desired. I initially just set the
optimizer_index_caching to 90 but the query still did an FTS after.
I think in the short term I'm going to set these parameters back to
the values from last month. Then I'll do some fine-tuning with them
in development in addition to looking at query/design issues.
