Yes. For one thing, you're not trying to cover a large area, so no thoughts of 
a dense of towers everywhere. And this lends itself very well to a big stick, 
e.g. one which emits the power already permitted in the location already 
permitted, assisted by a few small sticks. Much like they are planning to try 
out in NYC and New Jersey.

In principle, if the small sticks are never installed closer to the border than 
the big stick, and better yet if they are always further away from the border, 
the Mounties should not come knocking at the broadcaster's door. (Whether or 
not they'll allow it is another matter, but in principle it should work.)

Of course, if part of the coverage problem does occur closer to the border than 
the big stick, the fix would be more difficult for them to swallow.
