You are CLEARLY CLUELESS about what you speak. I suspect this is another
example of "if you are a hammer, the whole world is a nail."
Any of the SFN transmitters would need to be coordinated with the other
country. And, just adding the ability to transmit in SFN mode would require
a treaty modification with Canada, not an exchange of diplomatic notes.
Diplomatic notes are 'real quick': they can be done within a year or two, if
both parties want it to happen.
Still, since this is a BILATERAL matter, why would Canada want to permit
more U.S. transmitters along our common border?
