Because we would have to change the libbind code. It requires adapting the
official code to our needs, so this makes the port more complicated. I ported
libbind and if I remember the code correctly it would not be as simple as
adding merely one line. You will have to copy-paste big code blocks and adapt
them (you surely want to look at /etc, too). And libbind would not be the only
lib that needs changing.
It does not give us anything. "/etc/protocols" should stay the same (why would
a user want to override it?). Nameservers should be global, too (or do you want
to specify different nameservers for every user?). To me it is not worth the
effort.
If you have some very good reason for letting home/config/etc override /etc we
will surely implement it.
