I added some general installation rules to our Jamrules and used them 
in the networking Jamfiles.
`install-networking' installs all components according to the described 
installation procedure and `uninstall-networking' uninstalls them (only 
the files and symlinks are removed though, not the directories -- it's 
a feature, not a bug ;-).

The command line tools are copied to `tests/kits/net/' and the 
libraries linked into the `lib' subdirectory. I found that better than 
messing about in the `disto' tree.

Please have a look, if everything works right and yell, if it's not the 
case.
