That's strange because Net+ did not want to download the BIND sources, but IE 
(WinXP) did.
Maybe there is some other issue? Net+ not working correctly? Maybe you used 
passive FTP (would that not use those functions?)?

I was able to download/upload files properly using ftp and our
stack/libraries.  I copied the BeOS provided ftp client to my /tests
directory (where I have route, ping and the others, along with a /lib
subdirectory where libnet.so is located) and was able to successfully
use it after bringing up my rtl81390 interface via ifconfig and
adding a default route (or without the route if just testing within
my network).
