Actively? None that I know.
But it seem the most wanted net team task so far :-)

Well, mine is to first try to port BSD's dhcp, and if appear to be too 
hard (because our stack don't support this or that, or whatever), we 
could shift to:
- adapt the stack code to offer the missing support, if it worth it 
(that it if many other tools like dhcp will require it too)
- drop the "port from BSD" idea, and start from scratch a BeOS specific 
code.
DHCP is not that huge, so it doesn't matter that much if our 
implementation will be specific. In other feature case, like a future 
SAMBA client, it will another story... 

From my POV, DHCP support will need these:
- a dhcp protocol module, listening for DHCP packet, and offering thru 
an 
api still to design (ioctl() come to mind) a way to close an ip address 
leasing, etc
- a userland dhcp config tool (BONE have a dhconfig tool that allow to 
turn on and off dhcp support on a interface basis)
- For DHCP server and relay, I don't even know how under BSD it's done. 
Someone should investigate this.
