[openbeos] Mail Attachments without Attributes

Actually, it's not that hard.  When making the attachment, just
make a SimpleAttachment object rather than an AttributedAttachment.
It would mostly be GUI changes to implement it.  Easiest done as
a global preferences setting (so we don't have to remember the
setting for each attachment separately, including saved drafts).
