[openbeos] Haiku Developer's Disk Image?

I'm curious why there isn't such a thing... Or if it's possible... I see an
empty developer folder in the disk images (conserve file size?).
Wouldn't it be beneficial to have a separate developer's disk image built
say once monthly or bi-monthly with the kernel headers (since there's no
networking to check-out from within Haiku), compiler and other dev tools?
Maybe that way internal things, bug fixes, and Haiku software could be built
inside the disk image within an emulator instead of having to physically
install Haiku or BeOS (which may not work on certain hardware in a lot of
cases, but works for sure in the emulator).
I'm sure all this could be done by an individual developer, but it would be
much easier/convenient to have an official Haiku developer's disk image.
