Should we have a look at Berlios for serving the repository for us, then? They seem to be able to host SVN repositories, and at least their site is blazingly fast compared to SF. They also seem to have pretty much the same services as SF, although they would even allow root file access to CVS repositories as well.

Short answer: YES! :)
