If we'd chosen the Tango icons...
"A complete set of application, mimetype, and stock icons designed
using a defined style guide."
I've made up an little example mockup. I'm no mockup artist, but this
could provide some ideas:

Pros:
- An already extensive icon collection (with additional sets)

- Already existing toolbar (new, save, etc) / action (up, back, etc)
icons, including an own additional set for graphic applications
http://tango.freedesktop.org/ArtLibreSet
- Existing icons for IM-, Mail-, Graphic-, Web-applications (and more)
- Existing guidelines and color palettes maintaining consistency
throughout the desktop, with description when it comes to lighting,
perspective (flat, on the table, tilted table), naming, sizes, etc.
Example: "Only add glossiness for objects which have a shiny property in
real life." (a good guideline IMO)

- They're pretty, easy on the eye (opposed to animated icons),
professional and not overdone (simple) - which should fit Haiku as being
BeOS' legacy
Cons:
- As far as I can tell, the set is not used as a default look by any
operating system. Ubuntu probably being one, using an altered Tango look(?).
That said, the Tango icon set may be too Linux, and not very unique,
which may be an argument with a lot of weight when it comes to
recreating an operating system like the BeOS!
- Probably some more I can't think of right now
