The closest OS I know of to what you want is EROS.

I wouldn't necessarily build a "New-Beos" on top of EROS.
Nor do I think that all the design decisions for EROS suit what we want, but
it does some very interesting things.

EROS is the most "revolutionary" PC OS I am aware of.
