This is not that strange.
taskbar buttons are about 6 cm long, but only 1 cm high.
this means that using a taskbar on the side of the screen, the desktop
manager can fit much more icons on such a bar than on a bar that is on the
top or bottom of the screen.
grouping then is done only if the whole bar fills up.
