I can tell you several reasons, but I will just use 2:
1 - Not everyone is skilled enough or feels confortable enouh to work in
the kernel.
2 - Developers working on the project are doing this for free and are
entitled to work in whatever part they want to. You can just tell them
"you, go work on the kernel".
