Even though Haiku's reasons for not releasing anything official, have been
repeated quite a few times in the past, I cannot find them explicitly listed
on the website.   The closest is this blurb on the downloads page:

Haiku is still in development, so there are no end user releases or .iso CD
images available for download yet. We do have HDD and VMware image builds
available that testers and developers can download for either bug reporting
or development purposes.

IIRC the gist of the reasons is wanting to release a quality product, rather
than following the traditional software model of "release early and release
often"

Maybe even an official statement from one of the higher-ups on the OS news
article , ICO, Haiku's Blog-O-sphere, or similar medium.
