we have such clinics but there's some kind of drawback for users
(taking their high away apart!) I'd have to check up. Also prisons
give heroin addicts methadone but they tend to go back to heroin as
soon as they get out.

Oh -- I see (I think you mean "the very highest positions"?!) -- I
don't think it's quite that strict here.
