Not exonerate Bush, merely hone the field of criticism. Makes sense to use a
laser guided bomb on some policies and directives rather than drop daisy
cutters all over the place.
Conversely, a lot of Bush's anti-Robin Hood tax policies and trashed
environmental standards could only become reality with a GOP-controlled
Congress.
