Yes it is true, oxygen is needed for rust and moisture is the most common way
that mosture is present.
If you do not get to the bare metal and start the process of positively
sealing out oxygen right at the bare metal, then you are going to be more
likely to have oxygen get to the metal.
Note, there are compounds that claim to turn rust into a primer so you can
paint over with no rust removal. The U.S. Navy experimented with these and
found that over time they fail. However, for emergency at sea repairs, they
are used, but when the ship gets to port everything is then removed to bare
metal and good quality primer/paint is used.
