Those are nice generalities, but I was hoping there was something a bit
more specific. For example, an outline of the site sections and the
definition of its functions; in other words, a spec. This would allow
you to pick the best tool that can realistically meet your goals the
closest possible.

I have one more questions: what about multi-language capabilities? I
know several community members outside of the English-speaking world
that would like to see that the new website allows them to contribute to
the project (I am one of them). Will the new website provide for this,
or will it be left to each to each community to cater individually to
their needs?
