Good point. We probably shouldn't run SetupEnvironment before at least the
crucial servers have been started. ATM that wouldn't help though, since
I've temporarily added the the /boot/home/config/* paths to the paths built
into the runtime loader, until the optional packages have been relocated to
/boot/common.
