Depends on what the need for the notification and what the user does.
However, how many applications implement them nowadays, that statement
probably does apply.

The biggest problem is not that the option exists, it is how it is used by
the application designers.  One of my biggest pet peeves is that the program
should give you an option at install time or even not install them by
default.  I hate installing a program and then have a pop-up come out of
nowhere.  I'm left scratching my head, now where did that come from? and how
do I change it?  Time wasted doing something I wasn't intending to do.

At the very least if it is added, strong guidelines should be developed for
how they should included in an application.

Perhaps a strong argument against it, but I suspect a lazy developer would
get around it anyway.  I would have to take the other side and say that if a
proper implementation is created, the developers won't be able to take some
of the short cuts they would otherwise.  The Notification Server should have
control over what messages it will accept for display, despite what may be
thrown at it. There should be only one location I have to go to change what
notifications I wish to receive.
