Actually, you can use FDL-ed works in GPL'ed software, as long as they
are loaded into the software like fonts are, rather than incorporated as
a part of the software's source code. The reverse is not true, as you
mentioned, so I conclude that, because of this and other things, the FDL
is over-all better than the GPL for non-software works.
Of course, I'm not a laywer.
