Is there a reason that lowercase is the requirement and mixed case is
not an option?

Not being familiar with the history or politics of Dokuwiki, there are
options to change the space and namespace characters as well as use
CamelCase, so I see no reason why not.

The only caveat I can forsee is the fact that by forcing everything to
lowercase, creating and linking pages is simplified, and consequently
changing this behavior complicates things. How many users would want
to have [[:puzzles]], [[:Puzzles]] and [[:PUzzles]] as distinct pages,
rather than have them refer to the same one? What happens if your
namespace is longer and you can't precisely remember whether you used
title case or not for the whole thing? Personally, I'd prefer [[A long
namespace like this]] to also be linked to from [[A Long NameSpace
Like This]].
