[dokuwiki] Location of favicon.ico

Hello
I was creating a custom 'look-n-feel' template the other day, and
noticed that the favicon.ico is configured in the default to live in
DOKU_BASE instead of DOKU_TPL. I was thinking that it might make more
sense to be in DOKU_TPL so that new 'look-n-feel' templates could define
their own favicon.ico without having to mess with what is in DOKU_BASE,
but I wanted to run the idea past you before trying to submit it in a
'darcs send'.
