Why twice within one hour????

There isn't a local.conf file. You are after a conf/local.php file.  Its 
not part of the dokuwiki installation because its your local settings.  
The details are on the wiki:config page at splitbrain.  To be using 
those plugins you must have a recent version of DW[1], in which case, 
you can use the admin menu / config settings screen and it will take 
care of creating your local.php.

[1] You must have installed DW with ACL and admin user (even if you 
intend a fully open wiki).
