[dokuwiki] Where is local.conf file ?

Hi,
I'm trying to install akismet and badbehaviour plugins in docuwiki.
The instructions say i must add some lines to a local.conf file.
Questions is i don't have such file!
Does it needs to be created ?
If so, where ?
Any help would be appreciated.
