I had already thought about the php.ini system related security and
rejected that as an issue because I run phpsysinfo and had already
made some custom changes (using back-ticks, etc, for reporting
DNS/Bind statistics for example) and that code was allowed to execute.
 I am sort of stuck with the idea it is something I am missing in the
hooks surrounding Dokuwiki itself;  I even went to far as to pull a
Dokuwiki version cleanly out of Lenny and install it into Etch to see
if it is the way Dokuwiki was installed ...

I will study the action plug-in pages more closely.
