OK, I can reproduce it now. Seems to be a bug:
Setting as follows:
a) blog to a namespace "blog"
b) @ALL may read blog:*, @crew may write
c) main start page has {{blog>blog}} entry
d) start page is readable by @ALL
e) important: blog is empty (no articles exist)
Recipe:
1) logged off, go to start page. should be empty, no "add new blog"-box
is there.
2) log on as member of @crew
3) go to start page. "add new blog"-box should be visible but is not.
4 optional) clear cache with cleancacherevision plugin, go to start
page. add new-box is visible.
5) log off, start from 1)
As soon as there is an entry, it seems to work ...
