I had the same problem when I "accidently" un-tared the new version
over top of my existing installation.  All of the data was just fine
but I had the last 2% load slowdown you mention.  I fixed it by
un-taring to a clean directory then moved my data dir and config files
back into place.  once done, everything went fast.
