That was a very interesting suggestion.  I added the following line to
my interwiki.local.php file:
  dokuindex    http://10.10.1.4/dokuwiki/doku.php?id=&idx=
and it seems to work acceptably.  If I have [[dokuindex>p4:tips]] it
adds a link to http://10.10.1.4/dokuwiki/doku.php?id=&idx=p4:tips.

The only problems with this are that these links are now treated as
external links as opposed to internal ones.  Disappointing.
