There's also another option...

Someone else can approve those mails (if it aren't too many of them).

For example: I manage a mailing list with arrow, and that works also that way. If there's someone who isn't subscribed, I have to approve this email.

I just offer it as een option...

When I have to choose between the given options, I would say, you better open it up, so anyone can ask questions. It will be easy enough to recognize spam.
