Font substitution on Windows is set via the printer driver
configuration:
Right Click on Printer in Printers and Faxes
->Properties->Device Settings->FontSubstitution Table
However the precise details of where to find this will depend on which
version of Windows. However it is there.
OP also lets you control what format fonts are stored in the PostScript,
type 1 or type 3.
Another thing, is that some PDF printer drivers like Adobe Acrobat
behave as PostScript printer drivers. Others though act as Windows Meta
file drivers - like almost all Windows printer drivers.
