What *does* happen with Windows (unless you tweak certain bits of the
registry) is that it checks all known drives are actually
present/accessible before accessing the one you told it to use (which might
actually be the local (C:)
This becomes a bigger problem when you have networked machines and one
presenting a shared folder/drive is either not present or slow responding.
For people with just single (standalone) machines the quickest way to slow
them down is to plug in a USB memory stick that only works with USB1
speeds.
